I call it a quotation mark. Or just "quotes," for short. I don't know what other Americans call it.

Still, it is kind of like the evolved form of the apostrophe, appearance wise. Or an apostrophe that has undergone horrible genetic mutation via nuclear radiation or something. Like a goat with two heads.
