Gotcha, that's understandable.

I'm thinking I might establish an elite group of blacksmiths at some point (don't know when, but certainly not till later down the road). I want Viktor to be an active part of the blacksmithing guild, without overshadowing it, so maybe I'll have him found a chapterhouse for the guild that includes only smiths he has personally certified. Perhaps (sort of like in old Denandsor) he'll hold an annual crafting tournament, and the person he deems winner gets certain prizes that include his help on one project of the winner's choice (so long as it does not actively aid Creatures of Darkness or possess a high risk of eventual conflict with the laws of the Empire) and immediate lifetime membership within the chapter. I think I'll name it something like The Copper Anvils of Heaven.
 
I am in the process of replacing the word document with an expansion of Aredin's character profile. There is now another tab set beneath his stats that details all that we know or have established about our nation and the plans we have for it. Most notably I now have a set of titles I am happy with and more detail on the hierarchy of magistrates.

As much as I like the short term benefit of stealing a Lookshy ship, this could be a huge thorn in our side when it comes to negotiating annexation into the Empire with them. Though, I suspect the whole we wanna wait for the non existant heir to the shogun to appear thing to be a bigger issue...

Still, I think bringing them into the fold should be a fairly early play on our part. We just need good leverage. And while having technology superiority could be our deal maker, I am curious as to what you all think.

Do we really want to try annexing Lookshy? They're a military powerhouse, and I doubt they'd take kindly to being ruled - or even simply taxed - by Solars after everything leading up to the Usurpation. And from what I've read in the player handbook, their rulers seem to do a good job taking care of their citizens. Perhaps it would be better to try and ally with them unless they try and attack us first, thereby avoiding a bloody and nation-weakening war.

The Office of the Lord Shade

The Office of the Lord Shade - or Shade's Office for short - is the intelligence agency of the Empire, responsible for protecting it and battling its enemies through covert means, whether they be from the Realm, the Guild, or any other nation or organization opposed to the interests of the Empire. When a nation or organization declares war on the Empire, or the Imperial Court decides to treat them as an enemy, the Shade's Office will send its members to infiltrate the group in question and work to bring it down from within.

Members of the Shade's Office typically fall into one of five roles within the organization. Informants gather information on the activities and intentions of other nations through social actions, spying, theft of documents or blackmail. Saboteurs destroy or damage buildings, structures or vehicles essential to the activities of enemy nations. Seditionists work to cause and encourage unrest within enemy nations, whether by supporting local resistance groups, or openly calling upon people to fight the government. Interrogators wheedle information out of prisoners and captives. Assassins kill people who are threats to the Empire's security, or assets to enemy nations.

Membership in the Shade's Office is open to both mortals and Exalts who are judged to be good enough in the skills necessary. At a minimum, these include Socialize, Stealth and Larceny, in order to keep up cover stories and avoid being caught in the act, and ideally Integrity, to avoid giving up information if captured. Other skills will depend on the role of the member in question; Seditionists should have high levels of Presence to inspire the masses, Informants and Interrogators both require Investigation for their respective jobs, Saboteurs need to know about Craft in order to unmake things most efficiently, and Assassins are expected to be skilled in at least one way of killing someone, preferably Martial Arts or Thrown, as these ones allow for easier concealment of weapons.

These requirements do not need to be rigidly adhered to however, and indeed, more unconventional ways of aiding the Shade's Office are greatly valued. For example, a Saboteur skilled in Bureaucracy could forge merchants' records in order to frame a city for fraud and destroy their relationship with the Guild. Assassins can snipe their targets with a bow from far away. In practice, as long as someone has a way of fighting the Empire's enemies without being seen doing so, they have a way of helping the Shade's Office.

Our two best bets would be wealth and technological superiority sufficient to attract their interest, or military power sufficient to push back mask of winters. So whatever we would have to do would not be a short or easy process to get their submission.

I don't mind having an empire that spans Creation. But I doubt that Lookshy will surrender to our authority without a fight, even if we do have superior technology and/or military might. And that's assuming they even allow us to get into that position.
 
I am confident they will need us before the end. They have plenty on their plate to worry about before the pastoral nation of builders and dreamers even with the Anathema count.

Especially if we can integrate them as the model structure of imperial military organization.

While I agree that Lookshy will have definite issues with "falling-in-line" behind Solar leadership, I do think there are ways (albeit difficult) to achieve it.

1) With all the enemies mounted against them (and the ones they don't know about such as Infernals), and their constant use of First Age magitech slowly dwindling their supplies, at some point they will have to either accept aid from outside to continue standing as a bulwark against the enemies of Creation or fall from a lack of sustainable military resources/infrastructure. Since they won't purposely fall, they are going to need friends as the Second Age comes to a close.

2) Starting out as allies would give us a chance to build a friendly relationship with them, and build credibility in their eyes as to our military prowess and commitment to the defense of Creation. They have at least one Solar canonically committed to their cause (though obviously her status as a Solar is kept hidden), and when Viktor is included that makes at least 2 Solars from Lookshy (and most likely at least 1 or 2 more before too long, if my guess is correct). Thus, Lookshy will have an opportunity to see Solars not only acting in the defense of Creation, but also to see at least some of them acting in accordance with Lookshy's accepted customs, which should (hopefully) help to diminish the barrier they feel against Solar rule.

3) Once they trust our nation as an ally, and see the good side of Solar leadership repeatedly in person (helping to dismiss the millenia of propaganda against the Lawgivers), they may even begin to see the benefits of taking on a 'leading' position within the empire as a valued prefecture. I could see a possible outcome wherein the Seventh Legion (after some kind of big battle or horrible event) decides to throw their eggs in the basket and join us rather than fall victim to our assembled mutual enemies. Especially if we offer them benefits to joining, keep their territory (not including foreign redoubts) all united within a single 'Lookshy Prefecture' and let them choose their leadership (perhaps the current Lookshy Chumyo taking over the Terrestrial Prefect role and a Lookshyan like Karal Fire-Orchid taking over the Celestial Daimyo role). In this way they'd still get to administer their lands, and to some extent doing so as they have for the past few hundred years, just now under the ultimate authority of the Solar Emperor/Empress.

Certainly not a deal they'd take if offered now, perhaps even viewable as offensive to their honor and grounds for hostility, but as events play out I think it could become viewed more favorably.

Rykon Rykon Just a heads up, I took some liberties in my recent IC post by attributing the engraving on the rings to Aredin, as a private request made to Viktor so that Aredin could surprise Darian with it. If you don't want it to be that way, just let me know and I'll go back and edit the post.
 
Here is the full scope of the Lookshy integration strategy...

1. Establish dominion over Rathess and its spirit court.
2. Assemble a 1-2000 strong force of awakened Dragon Kings.
3. Construct a factory cathedral on top of an uncapped demesne.
4. Construct 25 suits of immaculate dragon power armor, 9 noble warstriders, 3 royal warstriders, and an aerial vessel capable of hot drop warstrider deployment.
5. Invite them to a parade, the offer stands that all gentes major and minor will have legislative seats in the house of divinity, rights to own land as shugos and daimyos (gentes major only), and acting head of shogunate military forces will be the Shogun of the new imperial military and military academies. Dawn castes will hold titles of general or admiral and be granted levies in accordance with the combined will of the emperor and Shogun. In exchange... all seated officials of the government will swear fealty to the emperor and upholding imperial law. The shogun will swear this oath same as the rest but his directs will swear to him and the emperor.

This gets us Lookshy, vast numbers and repairable military assets in exchange for granting land, titles, and a voice to participate in a creation spanning government with the unique opportunity to shape the future of Dragon-Blooded for millennia to come.

Shogun will be the equivalent of Sergeant Major of the Army to draw a modern US parallel. His purpose will be the management and upkeep of the dragon-blooded forces including army, navy, and guard as well as driving military bureaucracy.

Part of my tendency to want to leave them very prestigious positions is that they are less liable to leave a vast power vacuum than a celestial who will have downtime between reincarnations and time needed to be spent growing in power again even though they will retain all property in perpetuity.

It certainly looks well thought out, so I say go for it. Though I'm not too fussed about the finer details of our Empire's bureaucracy to be honest. If you think it makes sense, I'll go along with it. :)
 
Well just to comment on the philosophy behind it... The goal was a parliamentary monarchy type setup with a more top leaning power structure than say the UK or US. Mostly mixing aristocracy and a representative republic gives us authority to make necessary decisions without becoming completely deaf or unaccountable. Many pressure releases exist to feed problems up the chain so they can be addressed before we end up with as many peasant revolts as the Scarlet Empire. Other positions exist merely to placate possible rivals into staying in their lane rather than remaining a splinter state.
 
So, regarding the events of the present day, shall we all have our characters head to the King's Tower for the meeting?
 
While we wait on Sherwood and Psychie Psychie to set the stage for us. I'm gonna try and get through as much of the transfer of information as possible before family night starts =d.

Edit: Everything with notable detail in the old document is in the sheet now, few new guilds to add notes for then I think we're good.
