Not exactly, important locations would be more like where the Three Unknowns have taken the experts, of course none of the characters have visited that place yet, so it hasn't been added.

If he's going to turn Knights into Thunder Warriors, yes but they would not object to regular citizens as long as they volunteered for it.

Thunder Warriors weren't recruited, they are created and in the Emperor's gene labs.Plus they are also mentally unstable and have significantly shorter lifespans compared to Space Marines.
