After making my way through all the lore, mechanics and everything else, I've started working on my character. She's a (very) low-rank hero, so hopefully that should open some interesting RP doors. Will hope to have it up in the next few days.

I believe "lower items" refers to Forbidment Clause, parts "B" through to "I". The 'A' section isn't so much a law but rather it states to whom the forbidment clause applies. Idea can correct me if this is wrong, but I believe it's just a way of stating that the Forbidment Clause applies to even council members.

Will do, I want to try and get as much right as I can on the first run. A quick question, for the hero skills, do we put down what tier we are in the skill, for example Martial Arts Tier 1, or do we just assume we start at tier 0 to work up from there? That's pretty much the only part I'm a bit confused on despite reading over the guidelines a few times.

hero skills are filled with slots. You start with three slots and I will be giving you more slots over time. You can only fill in tiers above 0 filling those extra slots and only if you had the previous tier filling a previous slot. For example...
martial arts tier 1 can only fill a slot that was given by me, so only slots above your first three and only if you had previously filled a slot with martial arts tier 0

Aha, I finally got it! Thanks for taking the time to explain. Another question while I think about it, the mechanics state that equipment (used in combat) is also tiered. As we only get three slots, would we only get one per weapon in this case?

I can't wait to start drawing this character up and putting the completed CS together.

equipment placed in tiers (so for combat purposes) first needs to be suggested in th suggestions section. Then it will be rank, and that rank will define what tier it fits into (unlike other skills, this one does not require the previous tiers to be filled).

Alternatively you could either be a normal weapon from the shop (shops are not up yet) or your power could be your weapon.

That clears a lot up, thanks. I'll post my character's weapons suggestions in the suggestions thread later, though I imagine they'll be very low rank and tier - it's mostly two lengths of pipe and a can of mace

So now I just got more questions.

What's the difference between overall and individual?
Why does having more of your energy drained per use of the power equal to a higher rank? Does that affect how many points we get? So if I have my marks equal to f-rank (0.1%), do I get loads of stat points + the ability to place 1000 marks?

And what should I make my cost type be, energy or mana? And how much shoul each mark cost?

abilities always cost mana

overall is when your ability is triggered all at once. Imagine the ability to make an explosion. Triggering that explosion would be the overall effect.

now imagine an ability that allows you to summon a pet and to make it fly.
The summoning part would be one individual effect and the flying would be another. And of course, being too different effects, they could be individually ranked differently.

because creating a hundred tiny sparks that barely shine light is very different from creating a 100 street-blowing explosions, to give an example

if the marks specifically equal F rank you could get the 100 marks set yeah

if your power in total equals F rank, then you get loads of points

the ranking system is not done by you. First you propose a power. That power is then ranked by me. Depending on the ranking, your character will either be approved and get a certain amount of points that depends on the ranking or it will not be approved.

Those points are then used to fill into your stats

If your power was f-rank, you'd be able to place heaps and heaps of glyphs due to the low mana cost - but each glyph would barely have any effect, because you'd need to nerf ability into the ground to qualify for an f-ranked power.
