Also, looking at the gangs currently available you'd think my guys would have the most influence on the city, or maybe share it with the Spanish Inquisition. All the other gangs seem more like small groups rather than sprawling city-owning organizations.

What do people think about allowing NPC's for people? Basically just side characters which won't need too much detail just the basics like name, race, affiliation..Strengths and weaknesses will be optional. They will be pretty much side characters and can help fill spots which players might not be able to and can pop in pop out easily throughout the RP.

Okay...So basically they're just minor characters who are easily disposable or may be for character development. Basically the difference is you can post for your main character and mention the NPC's name and people will be able to visual who it is exactly. It'll be useful for gangs and since @Colt556 did have a good point about her faction most likely being the largest it would probably be useful for making other minor character's for the faction.
