She's got the skills to be one, but keep in mind, it wasn't the WPF or the allied armies that decided who the 'Kings' were. It was Giovanni himself. 'Kings' was a codeword to refer to high value targets by the chess piece of the same name. Giovanni believed that killing the kings would secure his victory in the war. This moniker was only given to those that were standouts against him, ones that his armies couldn't seem to handle at all.
Since Ravyn lost a good chunk of her team during the war, she didn't quite fit the bill, as it seemed Team Rocket's forces were able to make progress against her.

You need to find an exeggcute, dugtrio, magneton, doduo, dodrio, or some other pokemon with multiple heads and name it Jury, then find a Haxorus and call it Executioner >3
Then you can say you have the Judge, Jury, and Executioner all following the guidance of Justice!
Oh, and Dante's last name is 'de la Cruz' not just 'Cruz' ^^

I'm just coming off my Oxycontin prescription so I hope everything I wrote wasn't complete and utter garbage. I guess I'll see tomorrow when I have more energy and my heads in a better place. Also I gotta say, I can see how people get addicted to Oxycontin. It's a hell of a drug.

Question, how do people feel about a floating wailord? Like, it's less dense then air, so it floats (hint hint reason why it's called the float whale pokemon) so canonically it makes total sense. Just wondering if that can be a thing.
