This already makes him a wider existential threat, as characters have nothing to trust from databases besides their own memories. But on the individual level, he might not be able to, for example, change someone's vision/ do the full on Penance Stare (imbuing "death" into visual information or something) without looking into or at their eyes.

I don't intend for it to be able to just do an SCP and create a memetic kill agent at will, and did note at the moment i posted the sheet that the power needed more detail so its less cracked. apparently gm said it was fine? hence fully fleshing out a fucked up convoluted power isn't exactly the highest on my priority list at the moment. I'm just going to operate it within reasonable bounds, add restrictions to it as I go along and fully detail it out until I have time to sit my ass down and big think

so the best way to take him out is with what one shot from where he can’t see you?

That's more or less the limitations atm, Castaigne had to bury itself into Vangaurd's face to transfer info to her

to do the 'create cognitohazard' i'd have him require prolonged direct contact and convoluted steps to actually do it

Is the information itself absolute, or is he manipulating knowledge of things without effecting their properties?

He can't just make parts of history disappear or some nonsense if that's what your asking

he can only mess with the contents of information like intercepting transmission waves, fuck with written contents, etc. The above is certainly possible, just not physically feasible in any capacity
