So I've looked over your character sheet. The only thing that kind of worries me is the stopping of time and the reality warping. I know that the PS possesses these abilities in the comics, they just seem like they would be easily abuseable in an RP setting. I'm not outright rejecting your character, I just feel like you need some weaknesses to balance those out.
Maybe you can only stop time for a short period, and cant do it in rapid succession.
We just need to keep things fair for the other players is all, I'm not saying that you are going to abuse these abilities, but the potential is definitely there.
Once you finish up your backstory and implement some limiters, I'd be more than happy to approve your character.

Actually there's a pretty good limitation on the reality warping: The Phantom Stranger has never been seen interfering with those who belong to, as DC puts it, "the world of science". Put simply, The Phantom Stranger almost exclusively interacts with magic users. Hell, even Batman and Superman have never actually talked to or seen him and he lives in Gotham, much unlike The Spectre who goes by a much more loose set of guidelines who we've seen interact with plenty of regular justice league members.
But both abilities are pretty important for his stoic outsider trope that could be used to introduce various plot points. I understand your concerns about the time stoppage, but I am gonna fight back against that one since without it, we lose a lot of the tense moments we get in the comics, such as Pandora stopping time except for the two of them and aiming a gun at The Stranger.

"I'm here on a mission, and it appears to be the same as yours. Mr. Williams's mother has offered quite a sum for his retreival, and I intend to take that sum. Perhaps co-operation would be helpful for the both of us." He glanced over at the boy wonder, and reached out his hand to shake. "My apologies, the three of us." What the Magnificent Zatara lacked in youth, he greatly made up for in charm."
I want to know what Robin's reaction is so I can continue with the post and include that in it. If you'd rather have a reaction with Robin yourself, that's totally fine with me, and I can just follow it up with how I was going to continue.

I have theories as to why that is but yes, he's never used it in combat even against threats such as Trigon so I'm doubtful it can be used in combat.
