I mean, it could be something pretty mundane like they both got it from the same traveling merchant because they liked the design (Evendur would probably have bought it as a gift then), or something more backstory-heavy. Maybe Shadow Star's (am I using her name right?) mentor figure had multiple of those, and he gave one to her for some reason (or she just took it), and after he got arrested, perhaps Evendur somehow ended up on guard duty for a while and met the man. For the sake of having a chance for the fan to be something special/mysterious, the first option is probably not as interesting, as judging from the money his background gives, Evendur probably doesn't have that much money to buy particularly expensive gifts (unless the merchant wanted to get rid of the fans for some reason).

You know what, I think the matching folding fans for true love could be fun - whether or not our characters actually have any chemistry, them finding out they each have one half of the fan pair is certainly going to be interesting.Depends on the symbolism of the fans dose it represent an adventure the characters did together? Are the fans just random items that just happen to get at some point? Is there a silly rumor about folding fans where only 2 of each design were made and if you find the matching fan you find your true love?

Thanks! And yeah, I was just asking in case it was more like a "the city disappeared from one moment to the next" thing without much else to it, because then I'd have to rewrite some things.
