- Enhanced Perception: He can recognize dangers ahead of time if they're visual ones, basically anything he can see

- Enhanced Reflexes: He can react to accidents ahead of time, such as someone dropping a glass plate and he would catch it before it hit the floor

- Can run across the surface of liquids due to how fast he runs

- Speed Combat: He always prefers to fight hand-to-hand combat and excels at doing so in a speedy manner. He can basically sprint at lightning speeds and throw his punches at the same speed. The speed also adds immense power behind his attacks.

- Phasing: He can vibrate himself at such a high speed that he'll be able to phase through objects or be able to avoid an attack from say another person or even a weapon, like bullets.

Personality:

Tucker is as loyal as a dog to those he can relate to. He has a soft heart and looks out for others before himself, often resulting in him being injured. He also loves adventure and anything that can get his blood pumping, which is a big reason why he's in the prison in the first place. He can be a daredevil quite often, which gets him in trouble just as often. Lastly, his sense of humor is primarily sarcastic...which also gets him in trouble often.

Other:

Tucker has a lightning bolt tattooed on the underside of his right wrist.

I toned down his speed slightly and cut back a few of the abilities that The Flash has so that he isn't entirely OP though. Like, no time travel for Tucker.


 
Well, there could be some kind of uniform specifically designed for him that has some kind of negative energy fused in it to negate his super speed, thus forcing him to move around like a normal human.


 
Let's see...I can dig up some fancy looking uniform real quick. Uno momento...


 
Okay, so ignoring the helmet here, this will be the uniform that negates Tucker's super speed. He basically has to wear it at all times.

Gift: Manjano can phase through any solid object, much like Kitty from X-Men. In addition to this, he can also phase other people and objects through with him, as long as he maintains physical contact with them. If he becomes solid while in an object, he will die. He also can only phase through objects as long as he holds his breath. The minute he runs out of air, he can no longer phase, and then he will surely die if he's still in a solid object.

Alliance: Manjano is a rogue gifted, living on the streets and on his own.

Personality: Manjano is generally a carefree kind of guy. Living on his own has made him heavily self-reliant, though he has a soft spot for women in general. He refuses to hit any girls and does his best to avoid trouble, though it typically has a way of finding him. He loves to impersonate Houdini with his ability to escape anything, but his street act was recently interrupted.​
