I think genocide is the better bet to be honest.
Slavery doesn't work because upheaval is possible amongst the enslaved and slavery breeds contempt from others which can breed sympathisers.

Brain washing is a little better, but still not fully reliable.

Letting the bb and flow do as it will does not mean one doesn't necessarily have focus however, and Kaedie'ae has done plenty to control, cultivate and care for what she can.
