I dunno if it was power ratings per se, but maybe Girouette based it off the characters stats? But then some of the match ups don't make much sense...

I think considering how we haven't seen what any of the servants can really do, I think the ratings are not very accurate. Then again Girouette said half of them are defo not serious ratings
