Okay, looking this over....and that's pretty much hitting pretty darn good stats. We did discuss this over with Jeremy and all, and how they had to have some downsides to it. Stats are pretty much low-class Servant. Circuit Quality is off the charts, and they can generally fight pretty damn well compared to...well,any other master. So he's pretty much high stats all around, and basically done pretty well.
So you'll want to make a weakness for him, maybe one of the stats are lower than normal.
But anyways. Moving on!
Mystic Code - Baby Deagle: Trusted Sidearm: The 9mm semi-automatic pistol is the secondary of Ashe’s arsenal. Unlike conventional 9mm rounds, Ashe’s shoots bullets of concentrated mana, able to disrupt weaker spells.
I'm figuring this is a high cost mana thing, since generally it would be tough to have a dispel effect with Mana, as overcharging a spell with more mana doesn't exactly prevent it from working unless its a delicate spell in general. In most cases, overcharging a spell makes it much more deadly, such as the case on Gandr. And each type of spell tends to be broken differently, unless you have a very particular set of catalysts, such as the soul of a man who has the origin of bind and sever.
Moving on. Alignment!
Neutral Good.
Okay...He likes to kill. Maybe make him neutral, as to fit better.
Reinforcement.
Generally Reinforcement cannot enhance someone's speed. You'd require a different type of spell to do that, and Reinforcing the body generally increases your strength and durability. Not much else. Eyesight is a notable thing, however. But that requires a ton of training, and a lot of ability in structural analysis, as reinforcing wrong can, and will break your body. Meaning your eyes would pop. Very unpleasant. So be a bit careful with Reinforcement, as its actually considered an advanced piece of Magecraft, is harder on living targets and things, as their internal mana will try to reject it. So I'd suggest having a very keen awareness of the character's body traits.
His Magic Crest
He stole a magic crest and implanted it onto himself. Or at least, this is what your wording implies heavily.
The process of implanting a magic crest generally takes time, and its done over a one's childhood, as it's like shoving your internal organs into someone else- it might backfire and outright kill you. So its a slow process, and each circuit tends to be grafted on over time.
Not to mention the teleportation in the crest itself. That's pretty much true magic right then and there.
I'd suggest removing the Crest all together, as he's a first generation- First Generation means no Crest, pretty much.
Notes part.
He has contacts in the Clock Tower, and in the Church...yet he's unaffiliated, and a first generation Magus. Clock Tower contacts are generally a pain to acquire unless you have some pretty severe things to trade in, and you'd need to prostrate a lot, and give up a lot. Or if you have heritage to back you up. But he doesn't have the latter. Church is a good idea, as Executors could easily work with him for a bit, and they'd be happy to have a hired gun that could dedicate themselves to the Faith for a bit.
His Wish.
He has no wish! You're not selected by the Holy Grail unless there's some wish to have to accomplish, or you're one of the three founding families. Pretty much how it goes. So a good piece of advice is to have a Wish ready for the Grail.
Personal Information
Pardon this one, but I simply couldn't ignore it. With higher rank agility and strength, you might want to stick more weight onto him. Yeah, he's tall and all- but he's also very fit, is he not? So he would have a lot more weight than 175 lbs. Moreso around 200, really.
