How do they know the weird man in weird clothes did it though?

They have no proof unless for some reason forensic science is suddenly invented for no reason

They'll probably be in hiding anyways until they're ready to kill, so no profiling will be had.
 
Exactly. Establish the crux of your character, and do it carefully — craft the dialogue and scenes with precision and attention, and not just throw around a couple of action scenes together. Have your characters share banter, shed light onto their relationship, their inner conflicts, their subtle woes.

For example, look at Ghazzy. He's a very in-depth character, dynamic and adapt yet a thoroughly enjoyable character. He shifts between scenes quickly, but still maintains this distinct sense of fluidity. Frankly, no offense intended, he's more compelling than Grimgutz himself!
Well, I thank you! I haven't had much to do with the big brute yet since he's grumpy and in a hangover.And my hands are tied from fleshing him out besides from antagonizing him and puppeteering him to somewhat run the kingdom. Give him a minute, he'll ramp up in quality soon.

Well, this is all during a time where Shi is presumed a dead clan and all Killing Intent users extinct, I wouldn't think they would know who did it.

A truly interesting plot point! That's like killing somebody with a gun in this RP. What would have done that? I am throughly intrigued to see what type of blood trail the killer instinct leaves behind.

But remember, buttock, it would put significant heat on your arses. Either Jean or Walter will nab you, create a false story, and sell you off to the executioner's noose.

Every move must be made carefully, cautiously, and with at least a fair amount of discussion — so as to prevent character deaths — beforehand.

At least with some discussion. There has to be some sort of element of surprise within your posts, otherwise the novelty leaves the writing. Enough discussion to reach an agreement before somebody starts to wind up the jack-in-a-box.

It's the elysians, mate; they're particularly crazy when it comes to weirdness. The world doesn't turn around forensic evidence, all weird evidences..

Try EDH. It's long, it can get boring, but it has waaaaaayyy more politics and convoluted alliances and rules being passed around the table because 'HOLY SHIT THERE'S A ELDRAZI ON THE TABLE' "No guys it's cool, he just one shots people it's not that bad. Now who is going to give me the most shit because I need shit."

Always that. But, still, don't go pulling off momentous, nation-tearing acts without any sort of discussion. Those really won't favour well for you...

They left before the body was found. Also, as far as I know, nobody is near the gate besides patrol guards and sentries.

Why would a civilian get suspicious over someone entering the city?

To them, they're just another random person, probably not even paying attention to if they're new or not.

The Elysians are extremely dogmatic, and extremely suspicious of foreigners; of course they'd be suspicious.
