Certain Pokemon require my permission due to one of a few factors:
1) They are type advantage to a near or upcoming Gym
2) They are usually known in the games for certain abilities which, if translated into a reality based RP, could be overpowered if used incorrectly (Such as Intimidate, Arena Trap, Charm, Static, Effect Spore, etc.)
3) They are naturally rare Pokemon and thus I cannot allow everyone to be capturing them at will
If you would like to capture a Shinx, you may do so.
If you would like to group up with someone else's character, then contact the owner of that character and let them know you'd like to. If they say "yes," then you're good. If they say "no," then respect their wishes and perhaps ask someone else or go it solo for a while and maybe you can group up later.

I consider RP's to be like babies. You work really hard to make 'em and you don't want everyone putting their grubby hands on them without permission, right? At least some rules before you go touchy-touchy. That also sounded weird but whatevs.
