Chiasa is "from" the main family. Her title is a hint as to what role she's had in the family, but let it be known that she's not particularly loyal. Her CS will grant some worthwhile insight on the background of the Clan conflict driving the RP.

You certainly can - so long as they aren't the heir apparent. 'Cause that's who Hakaku is for the Akimoto, haha. If you're interested in being a member of the Head family your character will be related to both Chiasa and Hakaku, which is hardly a problem.

Anyone interested in a similar position for the other clans can feel free to place their character there. I might be liable to point out a few tidbits your characters should include or know via DMs though. So yeah, spoilers are likely to occur for anyone of noble heritage.

Mostly because I claimed the spot for the Akimoto (because they're integral to the plot), haha. I want to refrain from restricting folks as much as I can.

I wonder if Chiasa's position in the Akimoto family would make her aware of Hanzou's real face. Since 'on duty' he'd be wearing his mask.

Hm, perhaps. Any interactions between them would have likely occurred while she was masquerading as Hakaku, at least on a "professional" level. She's, ah, not actively within clan territory at the moment. She does have samurai training though; seeing as Hanzou was from a main branch family and has a samurai background, it's possible they could have run across one another as children.

Hmm, in that case I don't know if Hanzou would be ranked high enough to know about the 'body double'. I'm assuming that that piece of knowledge would be on a 'very need to know' basis. Hanzou would have more than likely gone through any mission, unaware to the truth; that is of course assuming that they did cross paths at any point.
They could have crossed paths as kids due to that samurai link; but Hanzou's appearance has changed since then. :3

Maybe, maybe not. To the first part at least. It's unlikely that Chiasa would recognize him on sight - if she has reason to recognize him at all.
Shinobi are exceptional information gathers - even if he doesn't know that the body double is her, he could have been privy to a rumor detailing one's existence. But that's entirely up to you. The Akimoto like to think their shit doesn't stink, but we all know that's not how it works.

Double checking before I work on my character's backstory: can a village be established within Tengyuan Pass? I'm thinking the village is somewhat like this. (i.e. raised buildings and interconnecting platforms.) I'm also thinking the village is known to have a symbiotic relationship with dragons.

Aye, if she saw the mask then she might recognize that, rather then his face. He would have been wearing the mask during any possible interaction he would have had with the main family; unless instructed otherwise. In his history I alluded to only Momochi (his instructor), a few other Shinobi and the upper echelon of the Akimoto family possibly knowing his face.
Alas, outside of the region, he has little need for the mask unless doing something covert. As it stands he is just gathering intel.

Chiasa would probably choke on her food upon sighting the mask, but she wouldn't badger him about it. It'd be a moment of "Well, F you too, Karma" and careful monitoring of him - and herself - from there. She tries not to act in a manner that exposes her upbringing, but some habits can't be tamed. Then there's the fact that she looks like Hakaku and that level of sameness usually doesn't happen unless people share a good few genes.
I'm not sure if her typical response of "we're related" would be enough to cut it if people decided to pry.
