Well, his origins may be from outside of Japan in his former life. But now, Shorn only knows of his time as the God of Despair & Disdain, and Ayame, The Goddess of Vitality did not share any knowledge of his former existence as God of Loyalty. So, he remains in the complete dark, and she has no plans to tell him either.
I think the interaction between Ame & Shorn could be interesting. I don't believe he's ever come across a Nora, and hell, he may not even know much about them.

Jizo, Nagi, and Bishamonten all have the immigrant label on them. I distinctly remember the thunder god complaining about how a no-name god and an immigrant managed to get a blessed regalia and he can't. Don't worry Shorn. You aren't alone. Plenty here willing to help him adapt/assimilate to the Land of the Rising Sun

I do wonder how Azani would look at Shorn since he's as you said a 'dark' God. Yet, he's been influenced, as well as taught by Ayame, the Goddess of Vitality, and it changed him to try to be more of a savior than a destroyer. (Which for a God of Despair & Disdain, it almost sounds like he is some kind of bad joke that's decided to walk around.)

Made an assumption based on your last post that Kuro put the boy to sleep. Lemme know if this isn't the case and I shall change it.
You can always hop around to other scenes if you so desire for any other interaction, then jump back and finish phantom fighting when Life's ready. Storytelling doesn't have to be straightforward
Just be careful not to be in two places at once.Poor Shorn. Can't be easy dealing with the authorities.

actually i just put that here as a fun fact i doubt anyone would actually know the conditions and such for the ritual to work. But yeah gods can escape therefore can't be kept there and most politicians don't directly cause harm intentionally or unintentionallyHaha, I see. Well, Kami_X certainly didn't know. He only just met Azani after all
