I was gonna say that I'm still lost as to how the priest even got there but now that I think about it would make a lot more sense that way. Since he'd be causing a big commotion, attracting different people and all.

Does she teach her followers these things? What benefits is she willing to give her followers? All her followers obviously know her summoning ritual. Does she have hymns/prayers priests can chant that can call on her power? Do they use ritual staffs? Are talismans involved in her summoning/the summoning of her powers? 'Spells' do exist for humans (which my minor god Abe no Seimei will get into as a former spiritual human that became deified~) since gods interacted with humans quite a bit back in the olden days and I imagine they would've taught all kinds of things u-u Overall though, the benefits gained from a human choosing to worship are typically just blessings/protection from their god. So not really unless their god is into that stuff. Kami_X taught his followers how to hack =PHumans 'empower' their gods through faith. They can makes gods if they wish/believe in something hard enough. Ryotaro drove Jelly phantom off Kenji by making him happy lol. However, they aren't going to best their gods in terms of spiritual power.

Right now Azani has very little in terms of tenets or relics actually the priest will likely be the one to come up with a lot of the stories and dogma, was just think he might be able to make some simple thinsg to hurt phantoms ( mostly to see if it works) because he is blessed by Azani and the only one actually calling on her power. just need some way for him to subdue a phantom even for a few moments

yeah, hes a powerful phantom even if he hates it, so him suddenly attacking a human (or even multiple) would be a bad problem

Stuff that hurts lesser phantoms is fine if he 'strongly' believes that he's making Azani-powered items (humans can wield a god's regalias/divine weapon if the regalias allow it btw such as when Ryuujin handed his tide jewel to Empress Jingu...and possessed Ryo's body^^). Stuff that hurts evolved/player phantoms though is up to the phantom player to decide whether or not they are affected by it.
Mainly though, blessings of a god are typically forms of protection (against possession, etc) and based on the strength of said priest's faith in their god's power/authority/domain. Phantoms don't go near shrines for that reason and I imagine holy water works the same way. Priests/gods can bless water so it's able to remove minor blight...emphasis on minor^^ Not even holy water could save Yato when Yukine decided to go phantom.
