Gods (like Yato) have been shown to break through borderline barriers with their regalias (granted it Yukine couldn't shatter the barrier created by Bishamon's regalias until after becoming a blessed vessel). Ryuujin (in my head cannon) hath dragon strength and could probably break shatter a weaker regalia's barriers with his bare hands if he has to since he's killed his own regalias (they cower at the sight of his true form and their confidence kinda wavers)But of course, I can't say how strong Amaterasu's regalias are, whether they were paying attention at the time, what spiritual defenses the Ise shrine has (might not even be a borderline~), etc, etc so it's up to you two how that interaction plays out. As a gm though, I tend to side with defense so if VeiledPariah isn't cool with it, it's not happening.
