I actually imagine hes probably at the sheriff’s office which isn’t too far from the school, maybe a block or two away.
I imagine that because Newby’s police force is so small (maybe four or five deputies max) he was probably one of the officers that Dunne shot out but came out relatively unscathed.

In my next post, I will start with Nanami paging Justina that she will be heading off-campus for a bit before driving to the Police Station and asking for Sheriff McKenzie personally. I also think it's reasonable for him him to have arrested her back in '85
because she was harassing Dunne's parents following that massacre, but the charges were dropped because he understood why and let her off with a verbal warning.
