Well it all depends on rank, since you have a Tailed beast naturally you'll have that slight advantage but the ranking rules still apply apart from the listed exceptions. Right now I'm not going to be accepting many more high ranks until we've gotten a few lower ranked members (Genin/Chunin) to make up squads, so if you could make a genin/chunin character for either village that will be great. (Also keep in mind @LordGowther is planning on making a village, if you wish to be apart of it just list it as his village since he hasn't fully created it yet)

Mhm, also you'll have to take out a lot of the Jutsu you have listed (Like I'm pretty sure I said earlier..I forgot which is why I'm risking repeating myself) you won't even get to use..Since you're most likely going to start at Genin you'll be pretty restricted on what you can do.
