As for the plot outline... Though we could start at the time when the drug has just appeared recently and IOD has just been formed. Since we are doing a test run, it could be like a prequel of sorts.
Actually we could even roleplay the creation of IOD. Like a small department within the police with only or 5 or so officers in it. No ceremonies, just a veteran type character meeting and explaining the specifics of the drug to the new recruits or young officers, who would become veterans themselfs later. Eventually IOD would grow (along with the popularity of the drug) and the terror group will appear.
Once again, thats only a suggestion. And I am still reading the intro.
