I do believe the reemergence of Matthew Malloy would have been perfect to fuel the fire of hatred for Mutants though and cause the true war. I mean he definitely did it quite well when he first debuted and was revealed to the general public . But that's just my opinion.

A suggestion, for an idea of what is accepted in the RP, you should take a look at other CS ^-^ Those with a heart next to it are accepted. While some are more detailed than others, it could help you get a feel of what is expected as well as what isn't allowed
