I personally see nothing wrong with the rule. I tend to respect the GM’s rules, regardless of how I may or may not feel.

the rule isn't new, as far as I'm aware. This RP is a casual one, which means that 2 paragraphs is a norm... also the rule even says that it's okay to post 1 paragraph if you're struggling. It's very much case by case, but it's hard to role play consistently if there is little information required.I can see your concern about worrying about it, but it's there to avoid the RP becoming stagnant.

Because two paragraphs is much more preferable than one, so saying two will mean people are more likely to write two

It is casual, and the occasional post that's 1 paragraph is completely fine. Aim for 100 words if that's easier than a paragraph amount.
Claire has been wanting a full-length mirror in our New York apartment. How come, I want to know. You can look at your top half in the bathroom and you see your feet any time in the shoestore. But it’s the overview she wants, the ensemble. So we head for Gracious Home and carry one back on the subway. I start wondering whether there might be something for me in this deal after all. Suppose, I say, we put it here, next to the bed? She doesn’t think so. Why not? Next to the bed, she says, might be counterproductive.
