As far as ~ lore ~ is concerned! Olivier belongs to the Court at Flamekeep (which I believe is in the country[?] of Thrane); are they all individual countries? I would think they would be since they all have their own capital cities and such

They are Khorvaire is a continent so think of it like Africa isn't a continent with different countries in it.
