Why doesn't Caster just hire mercenaries and rogue magi to take over London? Magi in particular usually need a ton of money to buy expensive catalysts or relics - worse if they use jewels and have to end up pleasing old men for money. Or better yet, buy a new Master by hiring someone to kill Eli so that he can make a contract with a chrismas cake school teacher who happens to know Snake-based martial arts that can explode a golden werewolf's heart with just one chest strike?

Besides, searching for a new Master is a waste of time. And even if he did high rogue mercenaries, Saber/Rider/etc would just blow them all away. It'd be the same as him killing them
