No, allservants can't do it. Saber did it because it was a skill, and I'm assuming Rider had similar. The only way to boost a servant's attributes, in anything (base attributes, NP, etc) is through the use of a command seal. If Assassin doesn't have any buff skills, he can only be buffed by command seals.

Buffs are skills that the servants have. You either have em or you don't. If you don't, then only way to get a buff is from a command seal. That's why non-caster classes are very specific in how, when, and what they buff. Because it's a specific skill. Whereas many casters can cast numerous buffs through magic.
