Auspicious Recruitment Drive, the Sidereal Mode of LoIP, allows a Recruitment venture in even the most improbable of circumstances, so I'm going to recruit some sailor-marines while we sail. Maybe they can be taught to crew an airship. I'll also attempt one Summoning venture. Ijara is using Worshipful Lackey Acquisition and Fortuitous Fellowship to create two Tertiary Followers in Martially Inclined Local Sailors and Scholars of the Arcane. The former will assist her Recruitment venture, the latter her Summoning venture. There will again be buckets of dice, so I should probably roll in OoC if you approve this course of action.

She can still give them LoIP benefits as normal over time.Okay. In terms of obstacles for the Recruitment Venture, I can't really think of any serious ones at all. Mainly since until it attacks someplace else, Aigaion's only going to be considered a big deal within Kyoma. In fact, League of Iron Preparation is apparently an unrolled Recruitment Venture, so there's no need for you to throw dice at all. You just get a Size 1 battle group - 1 being Ijara's Essence - with regular Drill, and can have them start off with one of the three universal benefits from League of Iron Preparation immediately.
Edit: Also, go ahead and add those two groups of Tertiary Followers to your character sheet, along with any collective destiny you decide to give them. I'll treat the expended motes as having been recovered during downtime.
