I based Hellbent off of Batman, so naturally he has no powers, only gadgets and a brilliant mind
Which would probably help you understand more on why the villains just peaced out when Hellbent died. It was an angsty relationship, all those villains repeatedly fighting against Hellbent in many occasions, hoping one of them, or all of them, would one day win the slimy bastard. Then he's just gone one day.

k cooools. so like k thinkin then that ice Queen is Elsa with an iron fist and a snazzy snow castle.
She means well but has a superiority complex and solves her problems by breaking others wills or just freezing them then breaking them lol. And thinkin that the people need smarts and careful planning more than a sheer show of force to get behind their hero. So when she gone the baddie of the District; MADAME J who is equally megalomaniac just knocked over the castle and flooded the place again with her own will.

Yeah fo sho. Like we just spitballin for world build rn so all goods. I don't have anything in mind at all for district 10 except that its prolly a Boiling pot of turmoil rn. But it's a city so there has to be overlap and interplay between districts esp the more 'at risk' areas. Cool cools.

2. So for your starters I would like to request (you don't HAVE to if you don't want to)
that you all start off with running your daily route through your district.
Then you're ambushed by a shoot-out by the TEG (Total Eclipse Gang). They're new to you so they are difficult to take down at first.
You find the item from the aftermath and try to investigate it with no breakthroughs. The old man will call you and you'll go on your merry way to meet them.
That would be a pretty well-rounded start to kick everyone off into meeting one.
