I don't think they mean a literal shield, I think they were thinking more of force-field shenanigans

It's concept is neither inherently broken not inherently a cause of permanent damage, so you just need to explain the fine details of how the quirk works (like how exactly are they making force fields) and giving the details and concrete limits (definition of the latter on page 1).
