I say that this is just Cassel being an embodiment of too much of Cas' self-preservation, instinctively casting Shield when there was no immediate threat anywhere.

The Flaming Fist also seem to act as the city's policing forces as well as protection against external threats, judging from the mission Zodge gave the group, is that correct? Would Elturel have kept their city watch and army separate or kind of pooled forces during peace times? Just so I don't write nonsense in an offhand comment sometime down the road.

That is correct. Right now, at least. There’s too much going on and too many men missing from Baldur’s Gate that they are a policing force and military extension.
