Most likely. He is either in the main base working or is out alone and runs into someone. And by out alone I don't mean hes on the streets with a bottle of beer in his hand. Like he is on a building or something watching a certain thing.

So to clarify, how is this RP going to work exactly? Will there be an overarching plot in which the characters are eventually expected to pull together over, or are we just sandboxing it and going with the flow?

Also, is the government aware that these Rogue super powered individuals will be at this club or is it just a coincidence that everyone meets there?

If he’s aware of their presence, they’re possible targets. Scope is narrowed down to about the size of a large room. So he can know you’re in the building, but his abilities won’t have any effect unless he knows which room you’re in. If he knows you’re behind a wall? A target. In the hall? A target.

The only exceptions to this are Knowledge Projection and Mirage Casting, where I specifically state their uses. Knowledge Projection has an infinite range, however physical contact is required within roughly 24 hours to maintain it. Mirage Casting is the only one where he must visually see the target.
