What's the power if I may ask? I wanna see if it fits and like I said still designing it.
Material vaporization. She's a shinigami that can make cities disappear with a swing of her scythe.

The catch is she has to be bound to someone (think demon/human host relationship) and actually feel some sort of strong bond.

Beleth Beleth lol She would probably be deemed to much of a threat. So they would probably send people to kill or contain her. A good boss battle, though, maybe not a player character. Very OP.

So, like I said, it's a varied setting. So pretty much any superpower could fit into it. Mostly. The shingami thing would probably have to be more thematic, though then actuality.

The United States heavily regulates and monitors the usage of superpowers. It is treated like a weapon. You have be Government sponsored to be able to use your abilities. Metahumans can only function in terms of helping social services such as police or firemen and of course military. People who aren't sponsored, but use their abilities are fined. Now note this is if you use your power for fun. If you use the power to actively cause crime it is treated as a critical offense and obviously the worse the crime the greater the punishment.

The superhero scene in the USA is divided into three categories. None of these names are official btw.

Trainee - Parents are required by law to report if their child is displaying any power based abilities. Some parents do hide and conceal this however. The child is quickly tested and depending on the age monitored. If you're of school age you are basically forced to attend an X-Men like school for the gifted.

You'll be given a full 12 year education on the compound, visits to home in the summer, and regular visitations from parents and other family. They are taught use their powers to of course. Trainees don't really ever go into the field, but their powers have been used for high level situations from a distance.

Community: Heroes who patrol small towns and cities. They have obey certain rules such as a police officer would, but even more heavily. They heavily work in community outreach. They speak at schools, bust robbers, fight the local villains but nobody ever really dies. Image is very important here. A lot of them tending towards colorful costumes and spandex.

They can and do kill, but only as a last restort.

Wetwork: They don't wear costumes, they can operate outside the normal law, and are frequently station abroad. Wetwork heroes are what are used to kill terrorists, assassination dictators, and crush warlords, torture for information.

Interesting. Where would a guy who didn't manifest a power till he got Swiss cheesed in a drive by stack?
Or would he just be a meat shield?

Oh btw that wasn't real Carmille, it was just a manifestation in sandlands. Kinds like the doctor in Joes world. While on physical world, Camille was having a nightmare.

Yeah, I figured she wasn't legit, but Kotsu's not the wisest. Just semi-intelligent. So he thinks she hitched a ride on his blood and did all that. So now, he's thinking that maybe Fritz Roy is right on letting her be terminated.

I wish Kotsu would have been able to hear Fritz Roy. LOL

No, you don't understand, I wanted to have Kotsu scream in Fritz Roy's ear for calling him a thing before being the most mature he could, by putting the air horn against his ear and pressing the button. LOL

So, two types of people fit into that category.

A person who manifests powers late, but wants to join the heroes or alternatively a person who's been living with the powers concealed, but decides to step out into the light. So the Government, or the branch of the Government that handles superhuman affairs, comes to them with an offer basically. I still may have to work out some details, but you're basically put in a training program. A long one.

I'm not sure on the exact timeline, but it will consist of a basic training sort of regimen, followed by at least a year of working on a hero team as more of a shadow and gopher then anything, then official placement into a team, but given minimal responsibilities, and working your way up.

People who use their powers within USA borders are considered outside of the law are split into three categories as well. This one isn't official, but more of a term used by the public.

Gray: People who use their abilities so personal or selfish gains without harming others. So maybe to make money or advance their career. Stuff like that. It isn't to bad and Grays rarely ever go to prison or know how to not poke the bear enough to avoid it, but tend to incur massive fines and debt...which can lead to prison.

Red: Reds are dangerous. They take the villain life to the extreme, but are very diverse. Powerful drug lords , gang leaders, bank robbers. Bad men. Some have codes of honor and lines they won't cross. Some even take part in the game of dressing up in spandex. They tend to be repeat offenders, but are usually imprisoned for life on the second or third arrest. Sometimes first. It depends on the crime. And some Reds have slipped into the third category overtime

Black: Okay, these people are bad. Monsters. Either by choice or as a by product of their power. I'm talking serial killers or groups of serial killers who leave entire college campuses wastelands, sexual predators, people who go after high level political targets, or fuck around with potentially world ending stuff, and the like. Or people who's power turns them into midnlesss berserking Kaiju that can level cities.

Reds and Black who are not killed are imprisoned in The Trench. A pressurized prison and specially designed to hold the most dangerous powered men and women. It is in Marianas Trench.

but yeah being able to do just do a solid villain organization with one guy running everything and it's almost like a household manor with supervillain rules.
