Futuristic Agent of Maniacles OOC and Characters

In theory, yes. In fact, most of the mechanical bits in Sam's brain mostly relate to operating her prosthetics, translating signals from the brain into code the prosthetics can understand. However, that's not to say that there's any reason the thinky bits of her brain may have been modded as well. Most likely would be registered as an augment for that reason (Computer speeds) she'd technically still be alive and human, but there would be so much circuitry in her brain it would be more like an organic processor than a mind.
This is were the rules of fantasy mixed with si-fi become muddy. Like even if sam had a 100% synthetic brain it's still a mind technically would that even change how metal magic works?

Could owl enter the minds of Halo? Corona?

YO we should try that, just to see what would happen.
 
Well, that depends on whether mental magic can translate to computers. Up until now I figured Owl was good with computers because her mental magic meant she had so much smarts, but if she can directly interact with computers through her telepathic abilities, then that opens a whole new ball game, cuz she'd have to be able to read code instantaneously, be able to think in code, binary, whatever, etc

I haven't really been through any major states of emergency events here. I mean we have big chaotic events and crazy shit going down frequently, but the last real huge moment where the whole country was on lock down was 911. I don't remember it much, though, aside from being stuck at school for hours and my Mom having to pick me up.

Duuude, my character is about to get a cyborg arm in D&D and get a cyborg eye eventually. And pay for a unique slashing weapon to get a permanent character addition.

No, but he's a Tiefling that got his arm cut off and eye gouged out because he took the souls of five children as a sacrifice to his patron God as a warlock. Then followers of another religion who protect children got pissed and offered him either death or repentance. He chose repentance and proceeded to have the character roll an actual D12, with it being fingers, arms, legs, horns, tail, eyes, testicles, and his dick. Luckily it was an arm and an eye. LOL, and he got left at 1hp because of it, and proceeded to become a celestial warlock afterward which you can find in Xanathar's Guide To Everything. Spear of Lethargy for Eldritch blast is fucking great though.
