Cell phones, radios, Televisions, cars, cameras, iPods, computers, credit and debit cards, bank accounts, ect. The government can and will - ARE tracking all devices with a system known as The Pulse. They are able to tap into any electronic device and listen to conversations, look at text messages, use GPS to pinpoint exact locations. The government can hack into your phone and use your camera to get real time images without you ever knowing. The Pulse is nearly undetectable and is used everyday, 365 days a year, 24/7.
The Pulse is just that - a pulse. An invisible wave length sent out every 5 seconds that spans the entire United States in a matter of a just a minute or two. The public does not know this device exists. The President of the United States doesn't even know it exists. The Pulse also known as Project Pulse is a highly secret, privately funded, privately run government corporation. Project Pulse is the government's way of maintain order. Without it, the government would be in disarray. The government can function without the help of The Pulse, however, it would be at a serious disadvantage. It wouldn't be able to track its agents or high priority targets. The Pulse's failure is one of the government's worse nightmares. Once The Pulse fails, chaos follows soon after.
