Damage wise, four missiles on each is overkill, but you have the advantage of the 'can't dodge 4 or more missiles' thing to keep them on target. Three missiles should be enough.
The mechanic will be for you to roll damage separately for each target, so potentially you could destroy one but not another.
It would have to be 4 on each target for the effect to work.Would i have to fire 4 missiles each enemy to garuntee a hit for each? Or a total of 4+ fired?

Thats a pretty big risk given missiles don't have midifiers.Or you can risk them being able to dodge with fewer missiles. Up to you.

But given how busy I have been lately, I don't think I can post fast enough as Victor to be good for the leadership roll as would be needed, which I feel bogs down the role of others. Would it be feasible to find a way for nother to be leader instead?
