The way this is worded as a little ambiguous- do the Wyldkat's Dual Heat Cannons count as one system?
Yes. If you have two Bone Claws, or in your case, Heat Cannons, it works on both.

What about my bio rockets and clinger missiles? Can I get that upgrade for them?

It can be purchased, but you would have to get it once for the bio rockets and once for the clinger missiles. They are different enough that once wouldn’t work.

Taking a serious look at the Acid Seed Cannon, it would make good use of Jin’s shooting and sniping abilities and with an omni upgrade next level it would have a range of 7200 feet. It’s a machine only weapon, but Jin still has her mega heat cannon too…and would still have enough to get echo location

Does anyone have their Splicer book handy? I'd like to know how much BIO-E it costs for the Bio-Energy Expulsion Vent for the Bio-Energy Blade?
Also, Sherwood? Is it possible to get the blade at this level?
Beyond this, I am at a loss as to what to get for Chaska and Woodstock.
Eon, that acid seed cannon has one hell of a good range on her - over a thousand meters!
How many of our fights have been at extended range? Most of the time, I think that the Machine has the huge range advantage on Splicers.

There is the Stealth Field for Woodstock that could come in handy. I know you have it for Chaska already, but Woodstock only has his normal raven look to keep him out of trouble.
How much MDC does Chaska have? You could get a bio Force Field for him.

Let’s think. The book does say that the Deliveryman comes with the Stealth Field upgrade over the camouflage skin that is the prerequisite. Same for the Omni Cannon with its prerequisites; it doesn’t say you can’t get those, just that you can’t buy a Casting Rifle at level one because it has to grow into that.
This is more a player character thing here to worry about, especially with most of your opponents being robots.
I will go ahead and say that you can purchase a weapon and a single bonus like Omni or the Opti-upgrade, and a weapon purchase like the bio-blade is ok at the same level.

Oh good. I had purchased the opti-upgrade for my harbinger cannon thinking that was ok. Hadn’t even thought it might not be allowed. I’m sorry. I almost cheated and never even meant to.

No worries, Psy. First off, you are not that kind of player. It is one thing to try and get the best stuff for your character, but cheating is not in your nature.
Second, this is a new game for us all. Some mistakes will be made. Just as long as everyone is honest (and you are) I am fine with fixing errors like this.
