Since the question about containment has come up... I figured I'd take a moment to establish what kind of technology is available to GLASS. At the moment, they don't have a blanket solution to blocking powers - i.e. they can't artificially create a field like Manuel's or Alexis'. However, they can dampen abilities to make them weaker, creating a field in an area that limits their effectiveness. At the moment, this is an expensive and quite rare, and requires equipment the size of a van and constant power to dampen a small room. As such, GLASS would likely only have a few such rooms available.
There will be some advances in this (in fact... there already has been, but most don't know it yet), but that's how it is for now.
There is also technology that can make abilities more powerful, but this is extremely rare, and is usually limited to one specific power or even person (like Renae's telepathy booster), as well as being more room-sized than person-sized. GLASS currently possess none of this, although that may change with Booster in their possession, depending on how ethical they are.
So... those are your technological options for containing Cinder. Of course, traditional methods like blast-proof walls and air-tight seals are still very existent, and something GLASS has semi-abundant access to.
