Carmine has separate dust cartridges in his cane as well as separate patches of dust fiber linings in his gloves and glove cuffs.
Wait...I don't think there's a water dust. I think it's just ice dust, although that would give a great amount of frozen water. If she can do something with ice using her semblance then that would be cool.

What I meant was that, by keeping Water Dust Crystals/Vials with her, she would always have water to use. ...unless she can already take it out of the atmosphere?

Yes, dust is a finite resource, which is why Carmine tries not to use too much in one go unless it's absolutely necessary, and especially considering how tiny the cartridges in his cane are.
Also absorbing moisture from the atmosphere and from other things would likely be an advanced technique in much the same way as it is with Water Bending in the Avatar Series.

Lapis can do just that, but it's hard on her in large quantities. Dust would certainly help her.
