Well he's easily offended, a bit of a powder keg as it were. Herb didn't like how you first talked to him so he's gonna retaliate and act like a prick. The whole "furbag" thing comes from the fact he was raised an antifaunite, and he still, on accident uses the same inflammitory language by habit.

Not neccessarily, that was to get under Mel's skin a bit, trying to breed conflict between Mel and Beo. To be perfectly honest, Herb wouldn't rate any one a 10 other than himself.
