Epiphany Epiphany Rifts Ultimate Edition says Dragon Hatchlings at 5th level have "2D4+2 spells from levels 1-3, and another 2D4+2 by level 5 from levels 3-8." Could you please roll those numbers when it is convenient for you?
 
Yung Huo Jen is basically Xianghua's Chinese gymnastic single-sword system from the Soul Calibur series. In my head, Chan-Chan thinks Xianghua is cute too! Perhaps some of our characters play pre-Rifts videos games together? =)

Eonivar Eonivar Ooh, gnomes? So cool!

None in the Rifts Conversion Book. They do, however, have Brownies (a form of Faerie about 1-2 feet tall found on page 103). I think they'd have to be buffed a bit in the mental department to make a decent Ley Line Walker (M.E. is 2D6), but they are naturally magical creatures and as close to gnomes as I can currently find. Plus, they look like they are right out of Ridley Scott's movie, Legend, with Tom Cruise and Mia Sara (what a film!).

Anyone else have something closer to a gnome?
 
Sure! Uh, it's something of a House Rule Sherwood, Psychie, and I have been using I think (?) ever since I put together The Martial Way in Broadsword. Skill Cost = Hand to Hand system. Basically, this:

0 Skill = No Hand to Hand.
1 Skill = Hand to Hand: Basic.
2 Skills = Hand to Hand: Expert.
3 Skills = Hand to Hand: Martial Arts.
4 Skills = Hand to Hand: Assassin or Commando (in Sherwood and Psychie's games you get a true Martial System like Aikido or Kung Fu). In mine, some systems cost 4, others 5.

Ok, I think I am going to go with a Demi-God Ley Line Walker. The character will be a child of the Babylonian God of Magic, Enki. Of whom in his entry in the Pantheons of the Megaverse book (p. 42) had actually visited Tolkeen in disguise. My character was conceived when he had a relationship with a woman there. Enki of course had since left as Gods do. My character is going to be born and raised in Tolkeen and have an obvious leaning towards magic.

I am still working on details to their backstory and who they will be but that is my concept going forward.
 
As a reminder (I think it's a reminder and not a house rule?), skills 'cap' at 98% (because there's always a margin for error) but if your skill rating ends up exceeding 98%, it's worth keeping track of the 'true' rating. In the event you face penalties (i.e. -20% to Literacy: American due to terrible handwriting), your true rating can offset the penalty (if your actual Literacy: American is 147%, that -20% means you're still rolling against 98% instead of 78%).

How do we compute native language aptitude? My OCC just says it's 98% and Rifts ultimate says 88 + 1/lvl. Do I get my other language bonus (+20%), my communication Related bonus (+10%) or nothing on top?

Everyone starts from an 88% baseline, unless superseded by OCC. Your OCC does state "Language: American at 98%" so that supersedes the 88% baseline. You're welcome to the 1% increase per level thereafter. Since it's a flat rate, and its own line, it doesn't benefit from your "other language bonus" (that's for your second language) or your OCC Related Skill Bonus (as that's for any skills you pick up from the first four, plus one more skill every level after 1st).

IQ Bonus, if any, applies of course.

Unfortunately, I don't know of any classes that are in that size category. Unless there is some kind of race like that in the Palladium Fantasy RPG book, then convert them to the MDC world of Rifts with a good OCC.
