Okay, I can roll with that. Feel free to.Sure! Uh, it's something of a House Rule Sherwood, Psychie, and I have been using I think (?) ever since I put together The Martial Way in Broadsword. Skill Cost = Hand to Hand system. Basically, this:
0 Skill = No Hand to Hand.
1 Skill = Hand to Hand: Basic.
2 Skills = Hand to Hand: Expert.
3 Skills = Hand to Hand: Martial Arts.
4 Skills = Hand to Hand: Assassin or Commando (in Sherwood and Psychie's games you get a true Martial System like Aikido or Kung Fu). In mine, some systems cost 4, others 5.

When you say 'short', how short are we talking?
How do we compute native language aptitude? My OCC just says it's 98% and Rifts ultimate says 88 + 1/lvl. Do I get my other language bonus (+20%), my communication Related bonus (+10%) or nothing on top?As a reminder (I think it's a reminder and not a house rule?), skills 'cap' at 98% (because there's always a margin for error) but if your skill rating ends up exceeding 98%, it's worth keeping track of the 'true' rating. In the event you face penalties (i.e. -20% to Literacy: American due to terrible handwriting), your true rating can offset the penalty (if your actual Literacy: American is 147%, that -20% means you're still rolling against 98% instead of 78%).
Everyone starts from an 88% baseline, unless superseded by OCC. Your OCC does state "Language: American at 98%" so that supersedes the 88% baseline. You're welcome to the 1% increase per level thereafter. Since it's a flat rate, and its own line, it doesn't benefit from your "other language bonus" (that's for your second language) or your OCC Related Skill Bonus (as that's for any skills you pick up from the first four, plus one more skill every level after 1st).How do we compute native language aptitude? Unfortunately, I don't know of any classes that are in that size category. Unless there is some kind of race like that in the Palladium Fantasy RPG book, then convert them to the MDC world of Rifts with a good OCC.
