Because it takes an action and you don't get your PS bonus and *could* fail after using the action.
However yeah I hadn't considered MDC combat means no AR.
So it always works instead of costing an action that may do nothing.
If anything, I think your guy could make more use out of Simultaneous Action than trying to hinder it. Simultaneous Actions are usually melee-related and... is that P.S. of your guy's normal? Robotic? Supernatural? Whatever the case, once we figure out how to keep your character well-armored, Simultaneous Attack will be something the bad guys will be fearing from your guy. =)
Two other things. Your character has two MDCs. Shouldn't they stack and make only one?
Also... if Psychie goes by the book, Gymnastics will give your guy +1 to P.P. instead of the 2 that you rolled (I think she may have missed that, but that Gymnastics and Acrobatics each offer +1d4 P.P. rule has been gone a long time - it's definitely not in Rifts Ultimate Edition). Anyways, if she'd allow it, maybe take Plyometrics? (That's from Rifter #7 originally. It's also in the Ninjas & Superspies hardbound. It adds +2 to P.P., Spd, and - just what your guy needs - another +2 to P.S.! Plus, Plyometrics is an exercise form that's not exactly hard to come by.) That would pop your character up to a P.P. of 24 and give him +5 to Strike, Parry, Dodge. =)
(I'm in an Exalted game where I'm really out of my league in terms of knowledge and experience, but Palladium? Heck! I've been playing for Palladium much of my life!). =)
