It did seem like there was At least a short period of time between ainz arriving in the new world and him preventing the razing of Carne village. We might timeskip over that if everyone wants to but I feel like some important things could happen in between those two events.

Since, well, Phi is a gorgon and given that in Ygg her gaze was meant to affect only enemies, the NW making it able to affect the other NPCs and players (not killing them, if it happens they break out in a few seconds), would help emphasize that

Well most high level NPC's and players won't be affected by any passive auras because them failing a saving throw is very unlikely

I assume cosmic horror aura maximum output is an exception to the saving throw axiom.
