The NCR probably is focusing on internal problems and has expanded into Oregon abit, and the Legion has fell apart for a few years but has probably reformed under some new leader.

You might have smaller amounts of the power armor and as far as pipboys are concerned they are little more then a cool inventory systems and Console aim fix

Power armor was only used by America.

You see this is the reason that Bethesda doesn't do a fallout set outside of the United States. Fallout is so full of references and nods to Americana that it has become a mainstay of the series. Fallout is made with a lot of social commentary on the United States and if it is set outside of the United States they would lose that.
