I'll have my IC post up later tonight or tomorrow. Heading to a pool party with my wife before going off to work this evening.
 
First you need to declare what you're instilling! If you're trying to raise your Minor Tie of Fear to Major, you can't do that without leveraging a separate Minor tie and presenting stronger evidence than that used to instill the tie you're upgrading. If you're attempting to Instill a new intimacy, you'll have to define what that is.

I'm going to say persuading him to abandon his prize when he still thinks you can't stop him from taking it will take at least a Major Intimacy. It's more than a mild hindrance to give up a large cargo ship full of very valuable trade goods!

I think what you're trying for here is a Threaten action, in which case your 9 hits definitely exceeds his 4 Resolve, but he's not convinced you can deliver on your threat to maim him, so he can still reject your influence out of hand. If you can prove you can actually seriously hurt him, you can try your Threaten action again. The prize is likely not worth his life.
 
Show him that Droplets can deliver on her threat to maim him?! Oh boy, I trhink Droplets is having a field day with this one...

Oh, and you can have any resources you spent on the Persuade/Threaten attempt back with which to do the maiming. Best to check if a Persuade/Threaten is valid before attempting it, but you don't have to pay for mechanically invalid actions.
 
No, it's ok. It's a learning experience for her, and she's gonna make good use of that, to give him some much needed lesson.

You're on the right hand side, having just entered through the main gate. You can see through the island in the middle that the sea gates on the far side are open. The ship was moored near the main gates with the other treasure ships. The ship has travelled half way around the circle towards the sea gates. I'd say the ship is probably at Long range right now, and it's moving away as you speak. If you want to try to intercept it, you'll have to act quickly!

Not a weird question at all! Yes, absolutely. There is a covered route around the outside of the harbour with access to each of those little berths you see. You can go around until you reach the gatehouse, and from there there's a bridge over the gate. You can make a full circuit around the harbour if you can access the gatehouse. There are berths for ships along the inner and outer rings. Many of them are now empty as the fleet went out to do battle in the harbour earlier, but a few ships remain.
 
Lots of stuff on RL-front this week, so haven't been able to keep tabs on the game. Will read up and make an IC post in the next few days :)
 
It's a big ship, so not too fast, but the turtle is doing a good job pulling it at a steady clip. If you want to race it to the gate you'll roll against the ship's sail pool of 8 to see who gets there first.

Sprinting is Dex+Athletics. If you're taking the long way around instead of vaulting the turtle on the pier you'll be rolling at a -3 (so remove 3 dice from your pool before you roll).

In Exalted you add the relevant Attribute to the appropriate Ability, so Dex + Athletics here for sprinting (Stamina + Athletics for long distance running, etc). You add in any stunt bonus you want to award yourself (+2 dice for Minor. Higher levels add successes on top but that's separate from the pool). You add in any extra dice from charms. If you want to make the case that you should receive a situational bonus I've missed (stealth in darkness, say), you can make it now or forever hold your peace. Once you've added all that up, that's your dice pool. Subtract any penalties and roll your dice. Count successes.

Absolutely! Being a dutiful member of the bureau of destiny, you doubtless read up on the files on anyone interesting known to be operating in the area. Let's say difficulty 4? This is pretty obviously a persona, so you'll be looking to figure out if it's been used before, or has any calling cards. Let's say difficulty 8 for deep insight.
