In all seriousness though, you guys got me thinking, can we have an actual lawless system where the only rule is the jungle laws, the powerful have absolute dominion over the lives and wealth of others, while the powerless are left to their mercy. Where the most powerful mercenaries and the most unscrupulous criminal syndicates are located, with a huge and well established slave market, where human beings are bought and sold on a daily basis in large numbers making their source of income. They’re allowed to exist one part due to bribe and other being it’s easier to control crimes when they’re concentrated, in return they will hand in criminals when the cops want someone to take blame for something.
