Nagi went from helping to guide the lost to finding new homes, to protecting the roads as a dosojin deity, to wanderer, so I wouldn't say minor changes are uncommon. Gods have to adapt to changing times differing human needs with every era as well. Dramatic changes...are harder...not because they're impossible, but if you're a god that's good with cooking and you wanna jump to a new niche like gardening, it's not going to be easy. You've got competition. Not to mention, you'd be not as good at it as a god born to garden and make plants grow.

I assume the immigrant has his own section. Yomi/Hell has a lot of lands after all.

In certain religions (Christian?) there are 7 levels to Hell

King Enma is an established Japanese god, and since there are many gods in Noragami (both Budhist and Shinto), I do imagine he exists. Whether he is relevant in the story or not is another thing altogether tho.

yes however the workings of the afterlife where he would reside have been heavily changed in shito religion there are many gods of yomi thus Izanami would not be lonely as depicted as there would be many gods and all human shinto humans dead there

The ghosts in Noragami can wander earth, go to heaven, or descend to Yomi/Hell.

yes but by shinto religious beliefs Yomi is the afterlife yet nopragami changed that so i don't assume enma is around as the afterlife for humans has yet to be depicted

anywho general point not sure how relevant enma would be in the noragami verse given the changes in the system of life and death.
