In the year 2092, January 1st, “Freak Day” happened. Or at least, that's what its detractors call it. People that it happened to have reclaimed it since then so it's ended up derogatory to some and a source of pride to others. People that it didn't happen to seem to be the angriest, but wouldn't you be if people woke up with cool powers one day, the ability to control their fate more than ever before, and you were left as helpless as ever?
It was a confusing week of the new year, at first people thought they were hoaxes but soon enough just about everyone knew someone that Freak Day had happened to and it made the news. It was like a bubble popped. Not everyone that had gained powers was strictly a person with good intentions. There was a sudden surge of violent crime, then fights in the street, then riots and mobs protesting the “Freaks”. The police couldn't get a handle on it and a state of emergency was declared in the major cities hit the hardest. Took a month for martial law to be lifted.
Since then things have calmed down considerably, but they've never been the same. “Freaks” are in the minority, yet common enough to push back against social marginalization at roughly 15% of the population. Though this marginalization, when it happens, is purely social. The government has made no public indication that it has plans to do anything concerning this development of humanity as we know it.
Publicly anyway. There's some people who theorize the government is systematically tracking and organizing the who’s who of the Freak world. Forming a list of them and their powers. What it would plan to do with this list is… well governments making lists is never a good sign. But that's just conspiracy talk.
What people have gathered is that the boom of Freaks has on the majority been focused on high density populated cities. With rural cities spawning very few in comparison and many areas with none at all. Which hasn't really helped with the Freak reputation regarding republicans. And people seem to contain a mixed bag of powers that don't always make sense in conjunction with one another, but they'll always be a grouping of small passive ones or one big one and a few other passive ones. A few frightening individuals have one really big one.
It isn't all doom and gloom, some people use their newfound abilities to do good. But the line between what's good and what's bad can get a bit blurry and up to interpretation.
In one such city, Metropolis, some social groupings have formed as a result of this new world everyone is living in and they are as follows:
The League
A group of vigilantes who team up semi-occasionally, they have an official meeting place in the basement of a disco themed nightclub called VaVoom, meetings are once a month and members are part of a chat group online where you can communicate privately and with the group on a need-to basis - new members enter by being sponsored by existing ones, and are then voted in. The League was founded on the belief that vigilantes having each other’s backs would help keep them safer and make them more effective, it was built on the basis of building trust between people who don’t have a lot of incentive to trust anybody given they face the ire of the public and criminals alike.
Their cardinal rule is that they do not kill. They'll stop crime in action, investigate and gather evidence and turn in crime, even beat the crap out of drug dealers. But they do not kill. This isn't necessarily just because they view killing as wrong or view everyone as deserving a second chance, some people really don't, but out of practicality. If The League went around playing judge, jury, and executioner they'd be hunted down with extreme prejudice instead of ignored the way they are right now. The government considers vigilante justice to be domestic terrorism officially but unofficially if no deaths have taken place then The League can claim protection under the good samaritan laws.
The Junk Boiz
A group of super powered anti-gang gang members. They don’t work for any kind of drug cartel nor do they extort anybody. They were formed by their leader in order to protect themselves from being exploited by other gangs. Which tend to seek out and forcefully recruit people with powers to puff up their ranks.
They were considered snot nosed punks and faced a lot of opposition for their uppity arrogance but have grown in number and have gained begrudging respect from the city’s various other gangs. That doesn't stop them from having targets on their backs though. They’re not classified as vigilantes, and have to be careful to stay that way if they don’t want to face repercussions from the law or the public. They help each other find and hold down jobs, make sure they get through school etc. It’s like a community support group, but one that will get violent to protect its own.
The Vergara Co.
The current most powerful Mafia tycoons in the city, and probably the east coast. They deal in property, drugs, shipment of contraband, and various other ethically questionable things. The leader, Jorge Vergara, is legendarily ruthless and rumored to be powered himself.
The Madame
She looks out for all of her little darlings. Whether you're one of her escorts or simply scrub the floors, you can be rest assured you'll be taken care of. Though taken care of can take on a whole other meaning if you dare divulge any secrets that she hasn't expressly sold yet. Clients come to pay Forbidden Blossoms a visit and expect discretion, and she expects absolute loyalty. While her worker bees are not necessarily considered a "gang", being one does hold certain liberties and protections. Escorts and staff are all given a pin in the shape of a blossom to wear on their right breast while out and about in the city. People who hurt someone wearing that pin have hell to pay, made out in blood and cash to The Madame.
She runs a brothel but her real money maker is actually in under the table information brokering. You don't have to have ever set foot into her brothel for her to know all about you and your dirty little secrets.

summary.
This is a character driven super powers roleplay, with a grim and gritty setting in an NYC-like city placed in the year 2097. A few years ago, around 5, people woke up feeling differently, having gained powers. Some found out in more destructive ways than others but enough time has passed that most people are pretty familiar with what they can do. A world that, although steadily experiencing hardship and decline, was otherwise monotonously chugging along has suddenly become volatile and uncertain. The government response to this phenomenon of people gaining powers has been hands off thus far. But that’s going to be changing soon. The police, an already corrupt institution, have even less of a handle on crime committed and people are getting away with crimes scott free at a rate never before seen. People with powers are getting bold, And people without powers don’t like that one bit.
There's a catch with this rp:
You won't be picking your powers. I'll be assigning them to your character using the random feature on the super powers wiki. I will ask you to pick a category; enhancements, manipulations, or psychic powers. Then I’ll hit the random button for it, and so on with the same category or a different one till you have your array of powers. These powers will be rated according to raw destructibility capacity 1-6, and your character will be getting a total of six points in powers. Example: A level 3 power, coupled with a level 2 & 1 power. = 6 points in total. If I see an opportunity for a theme for your character I may play off of that and cheat a little, but it will still adhere to the point system. Also keep in mind just because your power is destructive doesn't mean it's necessarily the best. It just means it possesses the potential for raw destruction according to the nature of the power. A level 2 or 1 could beat your level 6 character if they are either just the right power or particularly clever. Alternatively, poor luck could be your character's undoing. It’s about working with what you have/are given.
Powers that aren’t good for a roleplay setting like hypnosis won’t be used, as well as excessively dumb powers that are no fun/obviously not going to be of any use. You have the ability once done drawing powers for your character to scrap the power set you've received and draw new ones. You can redraw once per character you create, and if you do not like the new set you were drawn you are free to choose to go back to the old one.
Example for power draws: when drawing for my detective character I drew olfactory manipulation and graded it at a 3 given how visceral the reaction to extreme smells can be for people. A skunk spray can induce vomiting if you’re hit in the face with it. Whereas Catoptromancy (scrying on reflective surfaces) is a very passive power and graded at a 1.
My goal with this catch is to challenge you, not bum you out. I think having a character deal with strange and sometimes very mismatched powers could be interesting and fun.

Skunk.

The private investigator known as Skunk, for reasons you don't want to find out, isn't exactly what you'd call a hero or vigilante. But he can be convinced to work on their side. Sometimes. He's much more interested in earning money than really doing any good. Though oddly enough, refuses to participate in anything besides his job as a means towards those ends. Sorry villains, he's no friend to you either.
Angel.

The winged escort that works at the Forbidden Blossoms has a secret, he's also working for The League as Monroe. Between the vigilante group and his highest rolling client, the head of the Vergara Co., Aiden Lui is playing with fire. Will he end up like Icarus or will his diamond exterior protect him?
Wyvern.

A web developer that has aspirations of exacting fiery justice, codenamed Wyvern, has a target on her back that she doesn't fully understand yet. She's been disrupting a part of town that belongs to some very violent people. Her search for likeminded individuals might place her with The League or it might place her with rogues. Crime fighting might be too much for her to handle, or she might be too much for them to handle. The people she's saved wouldn't bet against her.
Tattletale.

Although in full command of an array of cuddly animals, Tattletale is not quite a fairytale princess. Instead, she uses her powers to spy on the who's who of Metropolis, selling the juiciest bits of information her little spies bring her to the highest bidder. Her information empire rivals that of her most frequent buyer, The Madame, and that might prove to be a problem for her in the future.

one.General RPN rules will be followed, though I should warn you I don't really intend for this rp to be PG. Violence, gore and distress can and should be a part of this rp's fabric. If that's not your thing best to opt out.
two.If you can write 800 words for a post, that's enough for the purposes of this rp. I'm someone who generally only does very literate roleplays but I want this rp in particular to be very easy going and relaxed. Do pay attention to quality over quanitity, but don't sweat writing a novel for this rp. There isn't going to be a hard limit on people joining up and they might come and go. Might cut it off if I feel things get a little too crowded, at 15 people or so maybe. And people can have multiple characters as they see fit. This rp is meant to be fun and not a big deal.
three.Fun aside, I do expect everyone to be inclusive to others, no bubble roleplaying or cliques. And I do expect at least one post per week. If you have not posted in a week I will message you on here and discord. You have 24 hours to respond before getting booted, your character getting killed off. Hiatus or breaks are perfectly fine, you just have to communicate that before you do so. Keep me in the loop so your character doesn't end up in the news as a casualty of this ruthless setting! I don't mind keeping your character on the backburner while you take a break and come back to pick them up where you left off again. It's no big deal.
