Fantasy New Atlantis Player Suggestions

Idea Idea I'm proposing magical girl fairies as a race. You're most likely familiar with what they're like, but I'm gonna state it for people who aren't:
They're around one foot tall and resemble Earth animals or mythical creatures. They're all capable of magical flight, and upon reaching adulthood, or earlier in special circumstances, can take on a human appearance. They also kind of have a connection to magical girls, and can usually detect those who have the potential to become one, or activate their transformation, or other abilities which depend on a variety of factors.

(I don't know what I need to list here, so if I missed something, let me know.)
 
Here are some species that I didn't see that I would like to ask about adding.

the capacity to shapeshift and the one to fly are both forbidden as per the innitials of the race. You can later propose a racial skill for your hero skills that allows you to do either of these things though. I´ll add the race to the list

I will add them except for slimes and witches because both of those are meaningless without the specific powers that come with them and I cannot allow the races to come with additional powers beyond the allowed by the mechanics

I wouldn't say the flight thing is a skill, it's more like an acommodation. Fairies probably can't really travel much without it, since they're small and seemingly lack the agility and stuff their animal counterparts have. It could just be hovering a few feet off the ground or something, if that's less overkill. As for the human thing, I guess that could be a general magical ability that has to be learned.

Question about race (also potentially a suggestion) - with Mutants, would Human-Animal hybrids be an acceptable sub-section? As in, a race of mutated animal-human hybrids living outside of civilised society.
In the Outcast Guild you mentioned it was for
people who were victims of the energies outside of atlantean society, and who feel will never really be able to fully integrate into it
so would Mutants fall into this 'victim of energies' category?
I ask because I'm designing a boar-human character and would like to know if that'd be okay, or if I should do something else.
 
As per a discussion with Idea Idea , here are the suggestions for my character's weapons, ready to be ranked/tiered:
  • Two 2ft lengths of pipe with crudely-wrapped around cloth acting as grips
  • A can of mace
Would those each take up a hero skill slot? (Ie: one slot for one pipe, one slot for another, and one for the mace)? Just want to be sure I don't go over the allowed three starting slots.

the can of mace will be an item purchasable in the store. While you don´t need a hero skill for it, you will have to purchase it at the start of the roleplay.

this could easily have been constructed IC without special materials, so you can just add it to the items list on the CS without further requirements.

I will add human/animal hybrids to the races

the "Victims of the energies" thing is basically anyone that didn´t immediately get rescued at the end of the war and only joined the society later. Most mutants originated from radiation or wrong experiements. So while a mutant could be a victim of the energies, they don´t have to be.
 
Side arm as either a skill or an extra item for my CS

not exactly a normal gun, so it´ll be ranked as an F rank item skill, tier 0. Except for the ammunition part. Please take that out. You can purchase ammunition in a shop and occasionally a high enough tier of salvage will be able to find some lying around, but this skill cannot double as an ammunition finder.

Racial Power: Ride on a Broom tier 0 Tapping into her ancestral inheritance, Aenwyn can substitute riding a broom for her normal locomotive mediums. This power is limited by Atlantean tech as well as Aenwyn’s own magical inexperience. As it stands now, she can only maintain 3ft levitation above any surface, and her ability to travel is limited to what she can do using her own two feet. She can, however, fly over marsh and quicksand with ease. She can fly over water only if it isn’t deep and she can see the bottom (like a swimming pool or shallow lake.)

Well, it can only reach Rank C, so true flight is impossible unfortunately.
At max rank, I see a speed boost, the ability to glide from high places, maybe the ability to carry a passenger or be able to imbue the broom with mana to go over deep water. Actually, I need to PM you about this. I had an interaction in mind with this and wanted to clear it with you.

that's not what I want per se but I thought racial powers were only allowed to reach Rank C, or are you saying my version of the Tier 0 is too strong?

One is allowed to create racial powers as hero skills. These powers can only be C rank at the most and has the following tier requirements:
F rank tier 0
E rank tier 2
D rank tier 4
C rank tier 6

Tier 0: Riding broom, restricted to physical limitations
Tier 2: add slight speed boost over sprinting, flying over marshes, swamp, quicksand etc
Tier 4: add gliding from on high, over shallow waters
Tier 6: add flying over deep water, medium speed boost over sprinting

I guess it was a bit OP for a Tier 0. How's this progression? Worthy of a Rank C?
