. I was thinking like small villages throughout all the lands start to become... suspicious to say the least in their actions after most of them cut off contacts with their respective main village. After many years of peace the Villages had, it seemed like the smaller villages were trying to go to war, with more assassinations and reports of shinobi and other ninja going missing nearby those villages. In an attempt to stop this, the Nine Villages decided it was best if they put effort into producing a better class of ninjas, so after ninjas become genin, they're sent to the Hidden Leaf (the safest village at the moment) to be put into teams with people of other villages to become stronger and unify as one before the smaller villages tear apart the villages. Is that good? Idk lol
